Downside of base? I don't love the look.
Upside? It gets the humvee more in line with the infantry as far as the visual proportions. It also does tie everything together a bit.

I'm torn and have had the same dilemma with 10mm WWII. Not sure there is a right answer so follow your gut!
I sometimes just use a strip of base under the tracks or tires of vehicles I want to appear a little bigger. Usually on sci fi tanks or apcs so I don't know how it would look on a four wheeled humvee.
